Is this forecasting?
No. Forecasting means a predicted return at a stated confidence level, which requires a model built and validated on your data — that is an Advanced Measurement engagement. Budget Allocation ranks what the evidence you already have supports doing next.
Where do the recommendations come from?
From your reconciled data: verified channel performance, new versus repeat customer mix, refunds, audience health and measurement quality, read together rather than as separate reports.
Can I see why a recommendation was made?
Yes. Each one shows the metric that triggered it, what it is worth, and the underlying comparison. You should be able to argue with it before you act on it.
Does this tell me what a channel would have delivered anyway?
No. That is an incrementality question, and answering it honestly needs an experiment or a model. Advanced Measurement covers it.
